Rubio's American-linked tankers fly no American flag

The US Secretary of State told Fox & Friends on Tuesday that Ukraine has targeted American-linked ships, and he did not name one of them. This week's technique breaks a tanker into five ownership layers (flag, registered owner, manager, charterer and cargo owner) using its IMO number and a free registry. The CPC tanker strikes since July show why that matters: none of the US-linked tankers flies a US flag, and every American link sits in a layer an AIS page never shows.

Secretary of State Marco Rubio told Fox & Friends on Tuesday 22 September that American-linked ships and American oil supplies had been targeted by Ukraine on a number of occasions over recent months. He called it "probably not" deliberate and gave no vessel names, dates or locations. The State Department declined to comment and the Pentagon did not respond when The Hill asked. The remark came hours before Donald Trump and Volodymyr Zelensky met at the UN General Assembly, alongside Rubio's endorsement of an energy-infrastructure ceasefire.

The open record had carried the specifics for months. On 13 January drones hit two tankers heading for the CPC terminal, one of them chartered by Chevron. On 7 July the Chevron-chartered Yasa Polaris was hit near the terminal while drifting offshore without cargo, according to its managing company. Ten days later the Caspian Pipeline Consortium reported that two drones had struck the Nordic Zenith, which Reuters sources said was chartered by ExxonMobil. By the end of July at least eight tankers had been struck and CPC had considered suspending operations.

The practitioner question is when the open record held enough to test Rubio's claim before he made it. Inside his own window of recent months, the answer is 8 July, when two industry sources tied the Yasa Polaris to Chevron and its manager confirmed the strike on the record; the wider pattern had been on record since 13 January. From 8 July anyone with CPC's Telegram statements and a free vessel registry could have built a ship-by-ship list and asked which layer made each vessel American. Eleven weeks later, Rubio's statement named none of the vessels that list would hold.

The environment this points to is one where senior officials describe commercial exposure in national terms. American-linked describes exposure, not a registry field. More claims framed this way are likely across the Black Sea, the Red Sea and Hormuz, and each one is a request to identify the layer it rests on.
