This is a working reference to free and low-cost OSINT tools and frameworks, organised by investigative task rather than ranked by popularity or reproduced from a vendor list.

Every tool Signal & Shadow has cited across its methodology cards lives in the OSINT Tool Database, continuously updated as tools change. This guide is the curated, task-organised walkthrough of the same landscape.
This toolkit is a practitioner's reference, not a marketing listicle. Each entry states what a tool actually does, when to reach for it, and where it breaks down, rather than ranking tools against each other. Free and open-source OSINT tools change constantly: they get discontinued, paywalled, or abandoned without notice, sometimes mid-investigation. Two changes documented in this edition alone made previous editions of similar toolkits inaccurate within months of publication.
Entries are grouped by investigative task, not alphabetically, so the toolkit stays useful as individual tools come and go. Where Signal & Shadow has already published a full walkthrough for a category, this toolkit links out to it rather than duplicating that depth here.
