An official statement can be rewritten in seconds, and the version that survives is whichever one someone captured first. This issue shows you how to spot an edited or deleted post on an official channel and lock the original wording before it changes again. In Irkutsk last week, two official posts that named plague were rewritten within a day, and the originals survive only because outside outlets saved them.

A 28-year-old laboratory worker at the Irkutsk Anti-Plague Research Institute was admitted to the district hospital in Shelekhov, a town just outside Irkutsk, on 29 September and died overnight on 1 to 2 October, Meduza reported, citing the regional outlet People of Baikal. On 4 October Rospotrebnadzor, Russia’s public health watchdog, said she had died of pneumonia of undetermined aetiology and that no microorganisms linked to her work had been found in her body. By then around 200 of her contacts were under observation and more than 60 institute staff had been kept inside the facility for several days, Euronews reported.

The open record moved faster than the federal statement. On 2 October Alexey Tsydenov, head of the neighbouring Republic of Buryatia, posted that the woman “who died of plague” had not visited Buryatia, then edited the line to “possibly died of plague”, Radio Svoboda documented. On 3 October at 08:28 Irkutsk time, 00:28 UTC, the Baikalsk city administration asked residents on Telegram to limit trips to Shelekhov, citing “unofficial information” about a plague case. It deleted the post at 10:21 local time, 02:21 UTC, People of Baikal recorded.
So when did the record hold enough to start capturing? The evening of 2 October. A regional head had named plague in a public post and the Shelekhov hospital was already under quarantine, more than a day and a half before Rospotrebnadzor gave its diagnosis to state news agencies. Anyone archiving the official channels of Irkutsk region, Shelekhov, Baikalsk and Buryatia from that evening would hold the original wording of both posts that later changed. Capture that began after the 4 October statement found the edit already made and the deletion a day old, which is why the Baikalsk wording survives through People of Baikal, not through the administration’s own channel.

For a practitioner, this changes where the evidence sits. Regional officials published first and federal agencies confirmed later, and the federal diagnosis reached the public on 4 October through state news agencies, RIA Novosti among them. The first version of an official statement is often the most informative one, and it is also the one most likely to change.
