Public procurement records are a statutory documentary layer that most investigators do not read systematically. Governments and public bodies are legally required to publish tender notices, contract award records, and spending disclosures, creating a continuous register of who receives public funds, on what terms, and under whose authority. The contract award notice is the primary identifier: it names the winning supplier, the contracting authority, the value, and, where disclosed, the evaluating officials. Reading that record against company registry data and award history is the foundation of procurement fraud investigation.

Procurement database investigation applies when you need to establish whether a company or individual is receiving public contracts at a volume, value, or frequency that warrants scrutiny, when you are tracing public funds through a subcontractor chain, or when you need to corroborate allegations of fraud or political favouritism with primary documentary evidence. A single award to a connected supplier is suggestive. The same supplier appearing across multiple authorities, under multiple CPV codes, in consecutive contract periods without open competition is not.

PRO-001 sets out the methodology for locating, querying, and cross-referencing public tender databases to evidentiary standard.
