The sanctions list entry and the company registration share a name and a jurisdiction but differ on three fields. The question is whether those differences are administrative noise or evidence that they are not the same entity.
THE PROBLEM
Sanctions screening in corporate due diligence produces a specific kind of problem: the partial match. The screened entity and the sanctions entry are similar enough that a string match flags them, but different enough that automatic confirmation fails. The fields that differ (a date of birth by a year or two, a middle initial present in one record and absent in another, a registered office against a trading address) may be transcription errors, administrative updates, or evidence that the two records describe different entities.
The analyst has to decide whether the differences are cosmetic or discriminating. Some are the kind that routinely appear between a sanctions entry, compiled at the time of listing and often from imperfect information, and a current company registration kept by a registry with its own data standards. Others point to a genuinely different entity, possibly one that has taken a similar name to avoid detection. Both kinds turn up often, and confusing them in either direction has serious consequences.
Done by hand, this means working through each field, judging the type of difference, and applying knowledge of how the particular list and the particular registry record that field. OFAC, UN and EU entries are compiled differently, and registries format the same fields in their own ways. Few analysts carry that knowledge for every combination of list and jurisdiction they meet.
