Identifying a satellite's operator and owner requires cross-referencing orbital registration data, ITU frequency coordination filings, and national space agency records against corporate ownership databases and sanctions lists. Satellites are registered to a state under the 1976 Registration Convention, but the beneficial operator may be a commercial entity, a state-owned enterprise, or a private actor whose relationship to the registered state is obscured. Establishing the true operator matters for sanctions screening and dual-use technology investigations.
The method applies when verifying a satellite's ownership and registered state, identifying the operator of an unacknowledged spacecraft, or screening for sanctions exposure where the registered state diverges from the beneficial operator. It also supports tracking orbital history for rendezvous events and cross-referencing launch manifests against ownership records. Each layer, individually, is ambiguous. The regulatory chain, corroborated across filings and registries, is not.
