Satellite-based pollution documentation uses multispectral and synthetic aperture radar imagery, atmospheric sensor data, and environmental monitoring platforms to detect, geolocate, and timestamp pollution events that are inaccessible to ground-level observation. The technique produces evidence that is independent of self-reporting by the responsible party. The key identifier is the spectral signature or atmospheric concentration anomaly that distinguishes the pollutant from background conditions.

This method applies when detecting and geolocating discharge events, documenting the spatial trajectory of a pollution plume over time, identifying a responsible vessel or facility through spatial and temporal correlation, and establishing a before-and-after record of environmental degradation for accountability reporting. A single spectral anomaly, taken alone, is ambiguous. The same anomaly, corroborated across multiple satellite passes and cross-referenced against vessel tracks or facility records, is not.

ENV-001 sets out the methodology for selecting sensors, retrieving and hashing imagery, and correlating satellite evidence with vessel or facility data to evidentiary standard.
