SIM registration intelligence uses phone number metadata, carrier lookup records, and registration datasets to link a mobile number to a named subscriber, geographic area, or digital accounts. The primary identifiers are the country code and network code in each MSISDN, establishing the issuing carrier, and Home Location Register lookups confirming whether a number is active. Cross-referencing against social media and breach records expands a number into a multi-platform identity profile.
The method applies when tracing the carrier and geographic origin of a number used in a threat or fraud, verifying whether a VoIP number is masking an identity, linking a number to social media accounts, confirming whether a number is active before a direct contact approach, or corroborating a source's stated identity through carrier and registration checks. A carrier lookup alone places a number in a network, not a person. Each data point, individually, is ambiguous. The profile, corroborated across carrier records, platform registrations, and breach data, is not.
TEL-002 sets out the methodology for querying, pivoting, and documenting SIM registration and identity tracing to evidentiary standard.
